Cyrus Muhia Kahiga possesses over 17 years of experience in the public sector, specializing as an Economist with expertise in development planning and public finance.
Cyrus holds a Master of Arts in Project Management and a BA (Hons.) in Economics and Mathematics. He has further enhanced his expertise through various professional development programs, including Public-Private Partnerships, public policy formulation and review, performance management, senior leadership development, and senior management courses.
Cyrus has extensive practical experience in economic and public finance management, encompassing monitoring and evaluation, public policy formulation and review, conducting feasibility and appraisal studies, performance management, public sector budget formulation, stakeholder management, revenue enhancement and forecasting, and the dissemination of national economic policies.
Cyrus currently serves as a Deputy Director, Intergovernmental Fiscal Relations, in the National Treasury. In this capacity, he plays a key role in formulating legislative proposals for revenue allocation between levels of Government, developing intergovernmental fiscal policies, and providing ongoing advisory support on fiscal matters within the National Treasury.
Previously, Cyrus was Director of Economic Planning and Head of Budget with the County Government of Nakuru. From 2014 to 2023, he significantly contributed to establishing the Nakuru County Treasury and Directorate of Economic Planning by creating public finance management systems, formulating key economic policy documents, developing human resource frameworks, and recruiting and training technical staff.
Between 2008 and 2013, Cyrus served as a District Development Officer under the national policy on rural development, where he was instrumental in operationalizing the inaugural Molo District, coordinating the 2009 National Population Census for Molo, Njoro, and Kuresoi, and facilitating the establishment of the Molo District Planning Unit in 2012.
Cyrus is dedicated to advancing efficiency in public service delivery through ongoing skills development, performance management, and the prudent use of public resources, all aimed at fostering a sustainable public sector in Kenya.
He is a Member of the Board Audit and Risk Committee as well as the Finance and General Purpose Committee.
