Established pursuant to provision of section 5(a), (b) and Part III, 9 of the Kenya Trade Remedies Act, 2017 and is responsible for undertaking investigations and evaluation of alleged unfair import trade complaints.

It Conducts trade remedies investigations; Make recommendations on the trade remedy measures; Undertaking investigations on import surges on the basis of complaint from industry or suo moto basis (on its own motion); Providing a system for protection of confidential information; Issuing public notification on the initiation of investigation; Providing for a system for protecting evidence; Prepare notification of final determination; Undertake consultations with the exporting governments; Propose review of duration of trade remedy measures; Notification of initiation of investigation to exporting country; Recommend termination of an investigation; Make a preliminary determination of injury or threat of injury; Support  domestic firms to supply information needed for investigation; and  Publish a notice of determination of dumping, injury and causality.

(iii)Subsidies Allegations Investigation.

i)Safeguards Application Department 
Responsible for undertaking evaluation of application for safeguards against alleged unfair import trade complaints related to sudden import surges. Its functions include: Evaluation of incidences of import surges; Determination of injury or threats of injury; Data collection, analysis and evaluation; Impact Assessment of safeguards measures on the economy; Preparation of reports on investigations; preparation of position papers; Undertake investigations on import surges on the basis of complaint from industry or suo moto basis (on its own motion); Maintain a system for protection of confidential information; Maintain a system for protecting evidence; Prepare notification of final determination; and Recommend the review of duration of safeguard measures.

ii)Dumping Allegations Department 
Responsible for undertaking investigations of allegations of dumping. its functions include: Investigation and evaluation of dumping complaints; Data collection, analysis, compilation and evaluation of existence of dumping; Determination of injury or threats of injury; Impact Assessment of dumping measures on the economy; Make recommendation on anti-dumping measures; Monitor international trade flows and sharing information with stakeholders; Preparation of reports on anti-dumping investigations; Preparation of position papers on trade remedies investigations. Maintain a system for protection of confidential information; Maintain a system for protecting evidence; Prepare notification of final determination; and Recommend the review of duration of anti-dumping measures.

iii)Subsidies Allegations Department 
Responsible for undertaking investigations of allegations of subsidies of imports from source markets.
its functions include: Investigation and evaluation of subsidies complaints;  Data collection, analysis, compilation and evaluation of existence of subsidies;  Determination of injury or threats of injury;  Impact Assessment of subsidies measures on the economy; Make recommendation on countervailing measures; Monitor international trade flows and sharing information with stakeholders; Preparation of reports on subsidies investigations; Preparation of position papers on subsidies investigations;
Maintain a system for protection of confidential information; Maintain a system for protecting evidence; Prepare notification of final determination; and Recommend the review of duration of subsidies measures
