The Kenya Trade Remedies Agency (KETRA) is a State Corporation established under the Kenya Trade Remedies Act, No. 32 of 2017. It operates within the State Department for Trade, under the Ministry of Investments, Trade and Industry (MITI). KETRA was operationalized by Executive Order No. 1 of 2020, which tasked it with administering and implementing trade remedies in Kenya, in compliance with both national legislation and international trade obligations.
Mandate
As Kenya's authority on trade remedies, KETRA's mandate is derived from Section 5 of the Act to investigate and address unfair import trade practices that cause or threaten significant harm to domestic industries.
The Agency implements Trade Remedies in Kenya in line with the World Trade Organization (WTO) Law on Trade Remedies (Trade Defense Instruments). It domesticates the WTO Agreements on Anti-Dumping, Subsidies and Countervailing Measures, and Safeguards.
Its establishment underscores Kenya's commitment to fostering a fair, rules-based international trading system while simultaneously protecting local industries from detrimental trade practices that undermine their competitiveness and sustainability.
