The Kenya Trade Remedies Agency (KETRA) is a State Corporation established under the Kenya Trade Remedies Act, No. 32 of 2017. It operates within the State Department for Trade, under the Ministry of Investments, Trade and Industry (MITI). KETRA was operationalized by Executive Order No. 1 of 2020, which tasked it with administering and implementing trade remedies in Kenya, in compliance with both national legislation and international trade obligations.

As Kenya's competent authority on trade remedies, KETRA is mandated to investigate and address unfair import trade practices that cause or threaten significant harm to domestic industries. Its establishment underscores Kenya's commitment to fostering a fair, rules-based international trading system while simultaneously protecting local industries from detrimental trade practices that undermine their competitiveness and sustainability.

As a member of the World Trade Organization (WTO), Kenya is entitled to utilize the trade remedy measures outlined in the WTO Agreements. These include the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994 (Anti-Dumping Agreement), the Agreement on Subsidies and Countervailing Measures (SCM Agreement), and the Agreement on Safeguards.

These agreements provide WTO members with legally recognized instruments to address situations where imported products are dumped, benefit from actionable subsidies, or are imported in such increased quantities (import surges) as to cause serious injury to domestic producers.

The Agency supports Kenya's industrialization, economic transformation, and job creation by safeguarding domestic industries against unfair Import practices. It maintains a predictable and fair trading environment, encouraging investment, promoting industrial growth, preserving employment, and enhancing the competitiveness of Kenyan enterprises in both domestic and international markets.
